Eastbrook Finance in Charlottesville, Virginia explains where a Virginia ABC license fits in a funding request. License rules come from Virginia ABC and the Code of Virginia; questions about them go to Virginia ABC or counsel.
Virginia ABC License Application: The Papers Behind a Restaurant or Hotel Filing
Virginia ABC grants licenses, which it also calls privileges, for making, distributing, selling and serving alcohol. Retail licenses cover sales at restaurants, hotels, convenience stores, grocery stores and other designated locations, and banquet licenses cover events such as receptions held where alcohol is served in an unlicensed location (Virginia ABC). Applications run through Virginia ABC's online licensing system, and Virginia ABC publishes a list of the retail license documents an application needs.
A mixed beverage restaurant license, for example, allows a restaurant to sell and serve mixed beverages on the premises, including private rooms or designated areas, and to sell and serve wine and beer for on-premises consumption and in closed containers to go. Virginia ABC sets the fee for that license by seating capacity:
| Seating capacity | Fee |
|---|---|
| 1 to 100 seats | $1,050 |
| 101 to 150 seats | $1,495 |
| 151 to 500 seats | $1,980 |
| 501 to 1,000 seats | $2,500 |
| Over 1,000 seats | $3,100 |
Virginia ABC notes that its pages do not replace Title 4.1 of the Code of Virginia or Title 3 of the Virginia Administrative Code, and that applicants are responsible for reviewing the code. Treat this guide the same way.
Getting the Virginia ABC License Renewal Sorted Before You Apply for Funding
Renewals, like applications, run through Virginia ABC's online licensing system. Before sending a funding request, check the renewal date on the license and confirm that it is current. A license close to expiring, or one with an open matter, is something a partner may ask about, and a restaurant or hotel that depends on alcohol sales should settle it first.
Special agents are Virginia ABC's main contact for questions about operating under a license, reached through the regional ABC offices; Virginia ABC also runs licensee training courses. Questions about what a license allows go to them, not to a funding partner.
Virginia ABC Licensee Search: Its Place in a Funding File
Virginia ABC offers a Find a License search on its website. A partner may use it, or ask for a copy of the license, to confirm that a restaurant or hotel holds the license it says it does under the name on the bank statements. Make sure the licensee name matches the business name on the request; a license held by a former owner or a different entity raises questions.
For a purchase of a business that sells alcohol, the license does not simply pass with the sale. The buyer needs its own license, and the timing of that application can set the closing date. Ask Virginia ABC how a change of ownership is handled for the license type involved.
Virginia ABC License Lookup: Why a Partner May Check It
A partner checking the license is checking that the revenue in the request can continue. A hotel bar, a restaurant's wine list or a grocery's beer cooler can be a meaningful share of sales, and that share depends on a current license. Bring the license with the other records, and point out any part of revenue that comes from alcohol so the partner reads it correctly.
Virginia ABC also issues retail tobacco permits, which it lists as required from October 1, 2026; convenience stores and grocers that sell tobacco products should confirm their status with Virginia ABC.
Budgeting the ABC Wait Into a Charlottesville, VA Opening or Purchase
Virginia ABC lists an average processing time of 60 to 90 days for the license application it describes, and says the application itself takes about 15 to 30 minutes to complete. Build that wait into an opening plan or a purchase timeline, since a funding request for a new restaurant or a hotel purchase may be ready well before the license is.
Illustration only, invented figures: a buyer agrees to close on a restaurant 75 days after signing and submits the ABC application the day after signing. If processing runs to the 90-day end of the published range, the license arrives about 16 days after closing, and the buyer either moves the closing or plans for those weeks without alcohol sales (our arithmetic on invented figures: 1 day plus 90 days, less 75).
Read the restaurant loans page, the hotel loans page and the term loans page for the funding side; the Charlottesville, VA page has city figures, and the guides page lists the city license guides. Eastbrook's six funding types are compared on one comparison page.
